Building Support for Smoke-Free Festivals and Events: A Documentation of Practice Study

 


Public health units have played an important role in building support for smoke-free events in their jurisdictions. In this study, support was built through practices that created accountability, reduced event organizer fears and concerns, aligned to values and norms of stakeholders, and helped smokers comply with new policies.

Working within the existing supportive tobacco control climate, using policy interventions (the Smoke-free Ontario Act and local by-laws), partnering and creating linkages to other structures (e.g., enforcement structures such as the Alcohol and Gaming Commission of Ontario), and using a progressive behaviour change strategy with all stakeholders were identified as helping establish accountability, reduce event organizer concerns, align to values and norms, and help smokers comply.

This documentation of practice report provides a brief rationale for why smoke-free festivals and events are important and presents cross-case findings about what worked to build support for smoke-free events, for whom, and in what contexts. The individual case reports provide detailed descriptions of the approaches taken in each case.

The results of this study may be beneficial for others who are working to advance smoke-free festivals and events in their own jurisdictions.
